Yes, if you earn over £1,000 from a side hustle, freelance work, or selling goods for profit, you must declare it to HMRC—even if you already pay tax through PAYE at your day job. You will only pay additional tax on the side hustle income.
It's a tax exemption for individuals making small amounts of money. If your total gross income (before expenses) from side hustles is under £1,000 in a tax year, you usually don't need to declare it or pay tax on it.
For online Self Assessment returns, the deadline is midnight on 31st January following the end of the tax year. You must also pay any tax owed by this date.
If you are just selling your own old, second-hand clothes at a loss (cleaning out your closet), you do not owe tax. If you are specifically buying/making clothes with the intention of selling them for a profit, then you are a 'trader' and must declare income over £1,000.
